A disclosure first: we run ads for education brands as part of our marketing for schools, colleges, coaching centres and consultancies, and the team behind Marketlube built Xale, a CRM for education teams made by Xale Private Limited, so we have a stake in how follow-up gets done. Every outside figure links to its source, read on 4 October 2026, and our own experience is labelled as such.
Is it a lead problem or a follow-up problem?#
Our co-founder, Althameem Ali, puts it bluntly, speaking of the education brands that come to us for more enquiries:
"They all [think] not having leads is the issue, when in fact, not properly managing [them] is the real culprit. We sourced thousands of leads for different brands. Most of them were not able to convert the leads, because of not properly following up on the leads."
That is his account across the brands we run ads for, in education and beyond, not a measured statistic: "Since we cater to different clients in different industries, we know this," he says. In our experience, education feels it hardest, because the season is short and families compare several institutes at once. Researchers who test institutions find the same weak spot: in Edified's 2026 mystery-shopping study of 63 Australian and UK universities, more than half of the students who got a first reply heard nothing further (opens in a new tab) (1 October 2026).
Before you buy more leads, work out which problem you have:
The rule we work by: you can't judge a lead source by the leads nobody reached. For a fuller audit, xale.in maps the seven places enquiries leak (opens in a new tab).
Why don't students answer calls from institutes?#
Look at what their phone shows them. In LocalCircles' survey published on 2 September 2024 (71,000+ responses from 371 districts), 95% of mobile users said they get pesky calls every day (opens in a new tab), and 66% said most come from mobile numbers that belong to individuals. A newer LocalCircles survey, reported by NewsMeter on 13 July 2026 (opens in a new tab), put the daily figure at 97%, with 45% saying most come from what look like individuals' numbers and 28% from companies or brands. A counsellor calling from a personal SIM looks exactly like the calls people have learned to ignore.
The phones warn them too: operators' AI systems flagged more than 25 crore calls a day as suspected spam in April 2026, mostly to alert the person being called (TRAI, 18 September 2026 (opens in a new tab)). On WhatsApp itself, anyone who turns on Silence Unknown Callers (opens in a new tab) (Meta, 20 June 2023) stops calls from unknown people ringing, and WhatsApp's help page (opens in a new tab) says an unknown caller might be "someone you haven't saved as a contact". One more reason to get a reply and a saved number before you ring.
People still take calls; they screen them first. In Truecaller's State of Business Calling 2026 (opens in a new tab), run with Tata Tele Business Services and Kantar (1,000 consumers in 17+ cities, released 7 July 2026), 76% of consumers said they prefer voice calls from businesses, and nearly half (49%) wanted to schedule callbacks at a convenient time, the improvement asked for most. The report also finds that trust breaks when caller identity isn't clear. Both companies sell business calling, so weigh that.
One caveat: we found no Indian study of students specifically, so "students don't pick up" is our experience across campaigns, not a statistic. In his words:
"Students tend to not pick up the call, so [the answer is] better WhatsApp marketing, and gaining trust in WhatsApp conversations, to increase [the] connect rate, since call dropping or not picking up from students' side is a real issue."
What does a WhatsApp-first contact routine look like?#
WhatsApp first doesn't mean WhatsApp only: the call still does the counselling, and WhatsApp earns it a time slot. Citing a 2025 Kantar study, Meta says 91% of online adults in India chat with a business every week (opens in a new tab) (14 May 2026). The routine we recommend for enquiries that opted in to WhatsApp, from enquiry to first conversation:
Make the call come from the number they saved: a WhatsApp call from the official number once they've given call permission, or a regular call from a business line on that number. As xale.in's guide to SIM call recording and cloud telephony (opens in a new tab) puts it, use the same number everywhere so students recognise it when it rings; a counsellor who must ring from their own phone should give that number in the first message.
The rules behind it, from Meta's own pages:
- Opt-in first: message only people who gave you their number and opted in, and honour every request to stop (WhatsApp Business Messaging Policy (opens in a new tab), updated 23 September 2026).
- The 24-hour window: a student's message opens 24 hours for free-form replies; after that, approved templates only (Meta for Developers (opens in a new tab), updated 21 May 2026).
- Call permission: ask at most once in 24 hours and twice in seven days; temporary permission lasts seven days, and four unanswered business calls in a row revoke it (Meta for Developers (opens in a new tab), updated 26 June 2026).
- Marketing or utility: Meta treats a template that promotes a course as marketing even when the student asked (template categories (opens in a new tab), updated 15 September 2026), and may hold marketing templates back from people unlikely to engage (per-user limits (opens in a new tab), updated 17 June 2026). So keep the first template a plain reply to their enquiry, send fees once they reply, and if a template isn't delivered, call within the seven days.
A first message might read like this (the parts in braces change for each enquiry):
Hi {first name}, this is {counsellor} from admissions at {institute}, {town}.
You asked about {course} today. Shall we chat here, or shall I call you
for five minutes from this number? What time suits you?
Please save this number so you know it's us.
This routine stops at the first conversation; after it, the stages in our 90-day admission plan take over, each with an owner and a time limit: counselling with the student and parent within three days, then a campus visit or demo class, the application and the fee. xale.in covers how fast to send that first message (opens in a new tab) and a day-by-day follow-up cadence for study abroad leads (opens in a new tab). That cadence, like the stage table in our admission plan, calls first within the hour and messages if the call goes unanswered; xale.in reverses the order only when the student picked a later call slot on the form, while this routine messages first. The cadence was also written before TRAI's September 2026 amendment, so check its calls after day seven against the FAQ below.
How do you earn trust on WhatsApp before the first call?#
A WhatsApp message isn't trusted by default: LocalCircles found 96% of WhatsApp users surveyed get pesky messages every day (opens in a new tab), and 59% say they block such senders (42,000 responses, 4 February 2026). What earns a reply:
- One official number per campus, with a business profile showing your name, logo, address and website, never a counsellor's own SIM. Our WhatsApp CRM guide covers the shared inbox and what messages cost.
- A named person and a real answer. Asked about fees? Send the fee range, not a request for a call. In Edified's 2026 study (opens in a new tab), students who got a tailored reply were seven times more likely to say they'd keep engaging than those who got a generic one.
- Parents in their own thread, with their own opt-in. For anyone under 18, the DPDP Act requires a parent's verifiable consent, a duty that applies from 13 May 2027 under the DPDP Rules (opens in a new tab); our DPDP checklist covers consent and TRAI's 2025 rules on calls to leads.
- No broadcasts nobody asked for. WhatsApp rates your number on the past seven days (opens in a new tab) of blocks, reports, mutes and archives, and its policy says it can limit your messages and calls (opens in a new tab) when people block or report you. One careless blast can cost you the channel that works.
How should your ads and forms set up the first conversation?#
The trust work can start before the enquiry. In the ads and forms we run:
- Say who will get in touch, and how: "A counsellor from {institute} will WhatsApp you from our official number." The opt-in has to say plainly that they are agreeing to hear from your institute, by name (Meta for Developers (opens in a new tab), updated 16 June 2026).
- Ask, don't guess: "WhatsApp or a call?" and "When suits you?" That is the scheduled callback people say they want.
- Let the ad open the chat when students have questions first: ads that open a WhatsApp chat skip the form, as long as someone is there to reply.
- Put WhatsApp beside the form, on the landing page and the thank-you screen; our landing page checklist covers form, WhatsApp and call buttons.
Institutions abroad miss the same opening. In Edified's 2025 mystery-shopping study of 103 universities and colleges, shoppers posing as international students rated WhatsApp the most reliable and satisfying enquiry channel (opens in a new tab) (2 October 2025), yet two-thirds of them couldn't find WhatsApp details (opens in a new tab) for the institution (ICEF Monitor, 2 October 2025).
How does the routine change for schools, colleges, coaching, edtech and study abroad?#
The steps stay the same; who you talk to and what you answer first change. This is what we plan around in our own campaigns, not survey data:
Which numbers show whether follow-up is working?#
Count conversations, not enquiries. Read these weekly, by source and by counsellor:
- Connect rate: enquiries that reached a two-way conversation (an answered call or a WhatsApp reply) within seven days (TRAI's new limit for calls and SMS that rely on an enquiry; see the FAQ), divided by all enquiries. Our cost-per-lead guide calls it contact rate, and xale.in's counsellor KPIs (opens in a new tab) track it within 48 hours. In telecalling, connect rate usually means connected calls divided by dials; we count enquiries, because a student reached on the fifth dial, or only on WhatsApp, has still been reached.
- Time to first conversation, not to first dial.
- Reply rate to the first message. If it's low, rewrite the message before you blame the leads.
- Follow-up depth and coverage: follow-ups per enquiry, and the share of open enquiries with an owner and a dated next step.
- Admissions per connected enquiry, and from there, cost per admission.
We know of no reliable public benchmark for connect rates in Indian education; the figures that circulate are vendors', without a method. Measure your own two weeks; xale.in explains the funnel metrics from enquiry to enrolment (opens in a new tab).
Then price the leak. Cost per conversation is cost per enquiry divided by connect rate. Say your lead ads cost ₹250 an enquiry, inside both published education ranges in that cost-per-lead guide: every 100 enquiries your team never reaches is ₹25,000 of ads with no conversation behind it, and at a 50% connect rate each family you actually speak to costs ₹500, twice what their enquiry did (an illustration; our arithmetic).
Where does a CRM like Xale fit?#
The routine needs every enquiry to have an owner, a stage and a next follow-up the whole team can see. A spreadsheet copes with a few hundred leads a season, as our admission plan notes; past that, a CRM keeps the routine running on results day.
Disclosure again: Xale is the CRM built by the team behind Marketlube and made by Xale Private Limited. It reports 10,000+ new leads captured every month and 150+ user seats in its largest single workspace (Xale's platform figures, September 2026). Two published examples, with more in our education case studies:
- VONA's 45-day admissions sprint: 50+ admissions from ₹1.5 lakh of Meta ad spend, as our team reports, with every lead managed in Xale.
- Clarix Education, a college-guidance brand in Kochi and Calicut, whose team works its leads in Xale, as reported by Xale.
From Xale's published features, what matters here: Meta lead ads arrive tagged with their campaign and form, WhatsApp runs on the official Cloud API in a shared inbox scoped by role, calls are logged and recorded through the Xale Android app on the counsellor's phone or through TeleCMI cloud telephony on a business number (the choice decides which number students see, as xale.in's guide linked above explains), and each role on a lead keeps its own follow-up, with Overdue, Today and Later views (follow-up management on xale.in (opens in a new tab)). Schools, colleges, academies and consultancies can start on xale.in (opens in a new tab) today. If yours needs more than the standard set-up, we build a CRM around your admissions process by configuring and extending Xale, as our team reports. Rolling out a CRM? Frequently asked questions#
What is a connect rate, and what's a good one for education leads?#
It is the share of enquiries that reach a two-way conversation, an answered call or a WhatsApp reply, within a set window (we use seven days; xale.in's counsellor targets use 48 hours). In telecalling, the term often means connected calls divided by dials instead. No reliable public benchmark exists for Indian education; the figures that circulate are vendors', without a method. Measure your own two weeks, by source and by counsellor, and improve on that.
Should a counsellor call or WhatsApp a new enquiry first?#
For form enquiries that opted in to WhatsApp, send an approved template from the official number first, naming the counsellor and the course and asking whether they'd like a chat or a call, and when; then call at the time they pick. If the form or the first reply asks for a call now, call at once. xale.in's cadence, which otherwise calls first within the hour, also waits when the student picked a later slot. A student who starts a WhatsApp chat gets a chat reply and the offer of a call; without a WhatsApp opt-in, call first and ask how they'd like to hear from you.
What should a counsellor do when a student doesn't pick up?#
Stop redialling from a number they don't know. Send a template from the official number that names the counsellor and offers two call slots, then call from a number they've saved at the slot they pick. If they miss an agreed call, send a voice note with new slots if they messaged in the last 24 hours, otherwise a template, and after the attempts your process allows, close the enquiry with a reason.
Can we WhatsApp a student who filled in a lead form?#
Only with opt-in: they must have given you their number and agreed to hear from your business, named in the opt-in. Open with an approved template; once they reply, you have 24 hours for normal messages. For students under 18, plan for a parent's verifiable consent under the DPDP Act, which applies from 13 May 2027 (DPDP Rules (opens in a new tab)).
How many attempts before closing an enquiry?#
Our admission plan suggests three tries over 48 hours at different times of day, then closing the enquiry with a reason. If they aren't ready, move to a slower cadence: WhatsApp templates under their opt-in, and calls or SMS only with their explicit consent. On WhatsApp, four unanswered business calls in a row (opens in a new tab) revoke call permission. TRAI's amendment of 18 September 2026 (opens in a new tab) limits calls and SMS that rely on an enquiry to seven days after it, and the enquiry must have been made in writing or digitally (a form, an email or a message), not just spoken on a call, and kept as proof. An application covers three months; beyond that, you need explicit consent recorded the way the regulation (opens in a new tab) requires. The rule takes effect 30 days after its publication in the Gazette. Stop at once if someone asks you to.
Do students or parents decide?#
Usually both, and they ask different things: students about the course, campus life and careers; parents about fees, the hostel, safety and results, and in Kerala many of them work in the Gulf. Keep separate threads, each with its own opt-in, and book a joint call when the decision is close.
Fix the follow-up before you buy more leads#
More leads won't fix a routine that never reaches them. Measure your connect rate for two weeks, move the first touch to WhatsApp from an official number, and book calls at times families choose. If you want a growth partner to run the ads and set up the follow-up behind them, tell us about your next intake, or see how we run performance marketing for education brands.
Changelog#
- 2026-10-11: Our co-founder Althameem Ali's name now links his page, where you can book a consultation with him.
- 2026-10-12: The CRM section's last lines changed: education teams can start on xale.in, and where an admissions process needs more, we configure and extend Xale around it (reported by our team). The second link to xale.in's call recording guide became plain text, since the guide is linked earlier. Xale's figures now read as xale.in publishes them today (its fact sheet, read 12 October 2026): 10,000+ new leads captured every month and 150+ user seats in its largest single workspace (Platform figures, September 2026). The older user and lead totals are gone, because xale.in no longer publishes them. The link to our CRM page reads "a CRM around your admissions process" again, and the sentence still says we build it by configuring and extending Xale. No other figure, rule or routine changed.
