In Kerala and across the Gulf, the sales conversation happens on WhatsApp. A buyer taps a Click-to-WhatsApp ad, types "price?" at 10:40 pm, and the chat lands on whichever phone the number is logged into. If that salesperson is on leave, busy with a site visit or has since resigned, the lead is gone, and nobody can prove it ever arrived.

This guide explains what a WhatsApp CRM is, how Meta's per-message pricing works in 2026, and when a custom CRM built around your sales process beats an off-the-shelf tool. Why do sales teams in India and the Gulf lose leads on WhatsApp?#

Most businesses never chose WhatsApp as a sales system; their customers chose it for them. The same leaks then show up again and again:

  • Leads live on personal phones. When a salesperson leaves, their chats, contacts and follow-up promises leave with them.
  • Nobody is assigned. Several people watch one shared phone, each assumes someone else replied, and the enquiry sits unread overnight.
  • There is no clock. WhatsApp shows when a message arrived, but no manager can see how long each lead waited for a first reply across the whole team.
  • Sources blur together. A lead from a Meta ad, one from a property portal and a referral all look the same in a chat list, so you cannot tell which campaign produced the sale.
  • Follow-ups depend on memory. "Call back after Onam" or "send the floor plan when it's ready" is written nowhere a system can remind anyone.
  • Broadcasts hit a wall. Classic broadcast lists in the app hold up to 256 contacts each, and only people who have saved your number receive them.

None of this is a people problem. It is what happens when a one-to-one chat app runs a sales team.

What is a WhatsApp CRM, exactly?#

A WhatsApp CRM has three layers:

  1. The WhatsApp Business Platform (Cloud API). Meta's official interface for businesses. It lets software send and receive messages on your number, use pre-approved message templates, and put several agents on one number.
  2. A shared inbox. Agents see the chats assigned to them, with full history, internal notes and quick replies, on desktop and mobile.
  3. The CRM record. Each phone number becomes a lead with a source, a stage, an owner, a next action, and a timeline of every chat, call and visit.

The software connects to the API directly or through a Business Solution Provider (BSP), and the CRM adds the rules: who gets which lead, how fast they must reply, and what happens when they don't.

The app is fine for a one-person business. Once two or more people answer the same enquiries, you need the platform.

How does WhatsApp Business API pricing work in 2026?#

Meta switched from per-conversation to per-message pricing on 1 July 2025, and has adjusted the rules since. Here is the model as described in Meta's WhatsApp pricing documentation (opens in a new tab):

  • Marketing templates (launches, offers, re-engagement) are charged every time one is delivered.
  • Utility templates (booking confirmations, visit reminders) and authentication templates (OTPs) cost much less than marketing messages, and the rate drops further at higher monthly volumes.
  • The 24-hour customer service window opens each time a customer messages you. Inside it you can reply with normal messages; outside it you can only restart the conversation with an approved template.
  • Click-to-WhatsApp ads open a 72-hour free entry point window. If you reply within 24 hours, every message for the next 72 hours, templates included, is free.
  • From 1 October 2026, service replies are charged too. Meta will bill normal replies inside the service window per message, at the same rate as utility messages in that market (opens in a new tab), and utility templates sent inside an open window stop being free. Meta's partners describe a monthly allowance of free service messages per business number, so check your provider's dashboard for what applies to you.
  • Indian businesses move to rupee billing. Meta requires eligible Indian accounts to switch to INR by 31 December 2026; from 1 January 2027 it stops delivering messages for accounts that haven't. GST applies on top.

Message fees rarely make a WhatsApp CRM expensive. On Meta's 2026 rate cards for Indian numbers, utility and service messages cost a fraction of a rupee and marketing templates about a rupee with GST. The real costs are software, setup, and the enquiries you lose without it.

Ready-made options are good. WhatsApp-first inboxes from Indian providers such as Interakt, WATI, AiSensy and Gallabox are quick to set up, and general CRMs like Zoho CRM include WhatsApp. For many small teams, one of these is the right answer.

How do you stop Click-to-WhatsApp ad leads from going cold?#

Click-to-WhatsApp ads skip the form, which is why they produce so many short, unqualified chats. A workable flow:

  1. Acknowledge instantly. An automated first reply confirms the enquiry and asks one or two qualifying questions: which project or course, budget band, city, best time to call.
  2. Assign by rule. The lead goes to the right agent based on the ad it came from and the answers, with round-robin to keep things fair.
  3. Reply against a clock. Set a target, for example five minutes during working hours, and escalate to a team lead when it's missed.
  4. Use the free window. The 72-hour entry point window is when to send the brochure, location pin, walkthrough video and a visit slot.
  5. Prepare templates in advance. Once the window closes, follow-ups need approved templates, so get them approved before the campaign launches.
  6. Close the loop. Mark leads as qualified, visited, won or lost, and send those outcomes back to Meta so the campaign learns which chats become customers.

What rules apply to WhatsApp marketing in India and the UAE?#

This is not legal advice, but your CRM should make these obligations easy to meet:

  • Opt-in. WhatsApp's Business Messaging Policy only allows you to message people who have given you their number and agreed to hear from you on WhatsApp. Record when and where each contact opted in.
  • India's data protection law. The Digital Personal Data Protection Rules were notified in November 2025 with an 18-month phased compliance period (opens in a new tab). Consent, purpose limits and deletion on request apply to lead data whether or not you use a CRM; a CRM makes them provable.
  • UAE calling rules. If your team follows up WhatsApp leads with marketing calls to UAE numbers, Cabinet Resolution No. 56 of 2024 limits those calls to 9 am–6 pm (opens in a new tab), caps repeat attempts and bars calls to numbers on the Do Not Call Register. A CRM can hide call tasks for UAE numbers outside permitted hours.
  • Industry rules. Real estate adverts in Kerala must carry the K-RERA registration number, and clinics must follow medical advertising rules. Templates are adverts too, so bake the required details in.

How do you roll out a WhatsApp CRM without the sales team pushing back?#

A four-week rollout suits most small and mid-sized teams:

  1. Week 1: map. List every number, lead source and person who answers enquiries. Agree the stages, the response-time target and who gets escalations.
  2. Week 2: connect. Move the number onto the Business Platform, connect ad accounts, web forms and portals, and get your first templates approved.
  3. Week 3: pilot. Run one team on real leads, with a ten-minute daily review of stuck chats.
  4. Week 4: switch over. Everyone works from the CRM, selling from personal numbers stops, and the manager's dashboard becomes the daily stand-up.

Keep mandatory fields to three or four, make every action one tap on mobile, and show each agent their own response times before you show anyone else's.

Frequently asked questions#

Can we keep our existing WhatsApp number?#

Usually, yes. Meta's "coexistence" option connects a number already on the WhatsApp Business app to the Cloud API (opens in a new tab) while the app keeps working for one-to-one chats. Up to 180 days of chat history syncs, but some app features change (broadcast lists become read-only, for example), so plan the switch for a quiet day.

How much does a WhatsApp CRM cost?#

There are three parts: Meta's per-message charges, software fees and setup. As typical ranges in 2026 (confirm with quotes), WhatsApp inbox tools run from roughly ₹1,000 to ₹15,000 a month depending on seats and features, while a custom WhatsApp CRM is usually a one-time build of ₹3–12 lakh plus hosting and support. Message fees are small for most SMB volumes.

Does a WhatsApp CRM work with Gulf numbers?#

Yes. The API works with numbers worldwide and Meta prices each message by the recipient's country code. Many Kerala businesses sell to NRI customers in the UAE, Saudi Arabia and Qatar from an Indian number; the CRM just needs to store each lead's country and time zone so follow-ups land at sensible hours.

What happens after the 24-hour window closes?#

You can only restart the conversation with an approved template, such as a visit reminder or a follow-up question. Once the customer replies, a new 24-hour window opens. Good CRMs show agents a countdown so they reply while the window is still open.

Will Meta block our number for sending too many messages?#

Numbers get restricted when people block or report them, not simply for volume. Message only opted-in contacts, keep templates relevant, make opting out easy, and watch your quality rating. Meta raises your messaging limits as your business is verified and your quality stays high.
