Many contractor websites read like brochures: a drone shot, a mission statement and a gallery. The people who decide whether you get on a tender list read them with a prequalification form open in the next tab. This guide is for a contractor or fit-out firm in the Gulf or Kerala planning a new site.

We are a web team in Calicut (Kozhikode), Kerala, building for Gulf businesses remotely. This is not legal advice: the registration and data rules below summarise the sources linked, and your lawyer confirms how they apply to you.

Who actually reads a construction company's website?#

Four groups, each with a different question:

ReaderWhat they are decidingWhat they look for first
Developer's procurement teamWhether to invite you to prequalify or bidRegistration, classification, similar projects, financial standing
Consultant or project managerWhether to recommend you to their clientProject scope, programme performance, HSE and quality systems
Tender committee (public body)Whether you meet the formal criteriaCertificates that can be checked, and documents in the required format
Engineers, foremen and techniciansWhether to apply for a roleCurrent projects, open roles, how the company treats site staff

For commercial, infrastructure or public work, the first two rows decide whether the phone rings.

What do tender and procurement teams look for first?#

Proof that you are allowed to do the work, at the size they need. Before anyone reads your values statement, they want to know:

  • Which body has registered and classified you, in which fields and at which grade.
  • What you have built that resembles their project: same sector, similar size, similar scope.
  • Who does the work: your own crews or subcontractors, and which trades you self-perform.
  • How you manage safety and quality, in a form they can paste into a scoring sheet.
  • How to get your documents without a week of emails.

Answer these in the first two screens of the homepage.

How should classification, registration and licences appear?#

As current, checkable facts, near the top of the site and again on the About page. The rules differ by country, and two recent changes matter.

Dubai. Law No. 7 of 2025 regulating contracting activities came into force on 8 January 2026, according to Kennedys' summary of the law (opens in a new tab) (published 23 October 2025, read 28 October 2026). Kennedys says every contractor must be licensed and registered in a central register managed by Dubai Municipality, free zones and the DIFC included, and employers may not engage contractors that are not registered and classified. Classification is based on technical, financial and administrative capabilities, and contractors must regularise their status by 8 January 2027, a deadline the Municipality or its committee may extend.

Saudi Arabia. The Implementing Regulation of the Contractor Classification Law (opens in a new tab), on Qanoniah (published in Umm Al-Qura on 5 September 2025, read 28 October 2026), says in Article 3 that the classification certificate is issued electronically and that project-owning entities must verify the certificate submitted to them through the Ministry's website. Article 6 makes a certificate valid for two Gregorian years. Article 7 lists what a contractor is evaluated on, including previous and ongoing projects, which count from a single contract value of SAR 500,000 for government work and SAR 5 million for private work.

Qatar and Oman. Public work runs through formal portals. Ashghal, Qatar's Public Works Authority, keeps a Pre-Qualifications and Expressions of Interest section (opens in a new tab) with open, closed and archived listings (read 28 October 2026). In Oman, the Oman Observer reported (opens in a new tab) on 21 May 2024, citing the Tender Board, that 3,056 tenders worth more than RO 584 million were issued through the Esnad e-tendering system in the first quarter of 2024.

What this means for the website:

  • Show the certificate, not a badge. Name the issuing body, the field, the grade and the expiry date in plain text, so a reader can check it with the issuer.
  • Keep it dated. A classification line with no date reads as stale. We build it as one field in the content system that updates every page showing it.
  • Never round up. If you hold a grade in one field and are applying for another, say exactly that.

What belongs on a project page?#

The facts a prequalification form asks for, in the same order. A gallery of photos tells a tender team that you build; a project sheet tells them what, how big and how fast.

FieldExample of what to writeWhy it matters
SectorCommercial, residential, infrastructure, industrial, fit-outLets the reader filter to work like theirs
Client typeGovernment, semi-government, private developerShows experience with the kind of client asking
Your roleMain contractor, subcontractor, design and build, JV partnerAvoids the question "was this really yours?"
ScopeStructure and MEP; shell and core; full fit-outShows which trades you self-perform
SizeBuilt-up area, floors, length of road, number of unitsCapacity, in the units the reader uses
Contract value bandA band, not an exact figure, if contracts are confidentialClassification and tender criteria use value thresholds
ProgrammePlanned and actual duration, handover yearDelivery record, the question every consultant asks
LocationCity and districtLocal experience and logistics

Publish a value band only where your contract allows it, and name a client only with their permission; "a private developer in Jeddah" is fine. A sector filter lets a hospital developer see your healthcare work in one click.

Should prequalification documents be downloadable?#

Some of them. Split the pack:

Public: download from the siteOn request: sent after a form or under NDA
Company profile (PDF, dated)Audited financial statements
Classification and registration certificatesBank references and credit facilities
HSE policy and quality policy statementsFull project reference letters with client contacts
ISO certificates, if heldDetailed equipment register with values
Organisation chart (roles, not personal details)CVs of key staff

A short request form where the reader ticks the documents their tender needs saves a round of emails and lets your team check who is asking before anything sensitive is sent. Date every PDF on its cover and replace it when a certificate renews: an expired certificate in a download is worse than none.

How should the site handle careers and CVs?#

As a section of its own, not a footer link. Many engineers and foremen check a contractor's site before they apply, and current projects with open roles beside them make a stronger pitch than "we are hiring".

A CV form collects personal data, so it falls under the data protection law of the country you hire in:

  • Saudi Arabia: the Personal Data Protection Law has been enforceable since 14 September 2024, according to CMS's note on SDAIA's rules and guidelines (opens in a new tab) (26 September 2024, read 28 October 2026). CMS summarises SDAIA's privacy policy guideline, which lists what a controller's privacy policy must contain, including the categories of personal data collected, whether it will be shared, how and where it is stored, how long it is kept, and the data subject's rights.
  • Qatar: DLA Piper's summary of Law No. 13 of 2016 (opens in a new tab) (read 28 October 2026) says consent is generally required, and that before processing, the controller must tell the person who it is, the lawful purpose and how the data will be used and disclosed. Firms in the Qatar Financial Centre follow separate rules.
  • Oman: Article 10 of the Personal Data Protection Law, Royal Decree 6/2022 (opens in a new tab) (read 28 October 2026) requires the data subject's explicit consent and says the controller must prove the written consent; Article 11 lets the person withdraw it.

In practice: a privacy notice linked from the form, a consent box that is not pre-ticked, CVs sent to a restricted inbox, and a stated period after which you delete them. Keep the CV form apart from the tender enquiry form.

Does a GCC contractor need an Arabic website?#

If the people who sign your contracts read Arabic first, yes. A tender committee member who reads Arabic will set a one-paragraph Arabic summary beside a thirty-page English site, and the summary looks like an afterthought.

A contractor's Arabic site needs a full right-to-left version of the pages buyers read (home, about, classification, projects, HSE and the prequalification request), the construction terms engineers actually use, written by a native Arabic writer, mirrored layouts for timelines and filters, and separate URLs for each language.

Our guide to Arabic and English website design covers the build. For a fit-out firm whose clients are mostly international companies, English first with Arabic for the key pages can be enough.

What did we build into our construction concept builds?#

We built four construction websites as concept builds: real, working sites for fictional firms. None is a client and nothing on them is a result; they show the patterns above working.

  • Matanah, a fictional main contractor in Jeddah, has English and right-to-left Arabic pages, sector chips that filter the project index, project sheets that open in a dialog with size, floors, scope and programme length, and a prequalification picker that counts the documents you tick, with audited accounts marked as sent under NDA. Classification numbers and safety statistics sit in labelled design slots instead of invented figures.
  • Qirmiz, a fictional Doha fit-out firm, has a before and after slider of an office floor and an estimator giving an indicative programme in weeks and a price band in Qatari riyals, labelled a guide, not a quote.
  • Hasik, a fictional Muscat contractor, puts its projects on a map of Oman, shows its fleet in tabs and keeps a tender enquiry form apart from the CV form for its open roles.
  • Mukhappu Homes, a fictional Calicut home builder, shows each project's build stage and has marked slots for RERA and occupancy certificate numbers, the same idea as Matanah's classification slot.

Our real construction work is in Kerala: we designed and built luxartbuilders.com for Luxart Builders, a premium home builder in Calicut, with projects grouped by its empanelled architects and an enquiry button that opens WhatsApp in one tap. It sells to homeowners, but the rule holds: show the work in detail and make the next step obvious. For marketing beyond the website, see our page for construction and interiors businesses.

What does a contractor website cost with us?#

Our published prices are starting figures, the same number in Saudi riyals and Qatari riyals, with set figures in Omani rials:

What you getSaudi Arabia and QatarOmanIndia
Business website, custom design, up to 8 pagesfrom SAR 8,000 or QAR 8,000from OMR 800from ₹60,000
Next.js website with a headless CMS, up to 15 pagesfrom SAR 15,000 or QAR 15,000from OMR 1,550from ₹2 lakh
Website care plan, billed yearlyfrom SAR 500 or QAR 500 a monthfrom OMR 50 a monthfrom ₹3,000 a month

All are starting prices, before GST (18%) in India and before VAT where it applies in the Gulf. Hosting and domains are billed at cost, in your name. A contractor site with Arabic pages, a project index and a prequalification request usually suits the CMS build, because project sheets and certificates keep changing; the Arabic words come from a native Arabic writer, scoped with you before we quote. Our pricing page has the full list; our pages for Qatar and Oman cover the local payment, tax and data details.

Where do you start?#

Gather three things: your current certificates with their expiry dates, ten projects with the fields from the table above, and the documents your last three prequalification forms asked for. That is most of the content plan. If you would like us to plan the site with you, send them through our Saudi Arabia website development page and we will come back with a page list and a written quote. We work from Calicut, in Gulf hours, over WhatsApp and video calls.
