We build custom dental clinic software (Odanta), and monthly plans compete with it. This guide covers what any system must do in Kerala, whichever you choose. Our own option is the dental clinic software we build for Kerala clinics, made by our custom software development team on the platform Xale runs on (opens in a new tab) (reported by our team).
What does Kerala's clinic law ask of your software?#
Not legal or tax advice; checked on 11 October 2026. Your association, lawyer and accountant have the last word.
The Kerala Clinical Establishments (Registration and Regulation) Act, 2018 (opens in a new tab) covers any clinic that offers "dental care", in the Act's own definition. We read its English text, as the Kerala Gazette published it on 22 February 2018. Two sections shape your software.
- Section 39 asks every clinic to display, "in Malayalam as well as in English", the fee rate and package rate for each type of service, and package rates for specific procedures. It ends with "No clinical establishment shall charge fees or package rates more than what is displayed."
- Section 40 asks you to keep patients' medical records and to give the patient or relatives a copy "free of cost".
On 27 November 2025 the Kerala High Court upheld the Act in Kerala Private Hospitals Association v State of Kerala. As LiveLaw reported that day (opens in a new tab), the court told clinical establishments to show their services with baseline and package rates for common procedures, in Malayalam and English, at the reception desk and on their website, with a note that complications or extra procedures will be itemised. Every complaint gets a unique reference number and an immediate acknowledgement. The clinic tries to resolve it within 7 working days, sends unresolved or serious matters to the District Registering Authority or the District Medical Officer, and keeps a complaint register on paper or in electronic form. Bar & Bench (opens in a new tab) reported the same ruling.
The hospitals appealed. On 16 December 2025 the Supreme Court issued notice and ordered that no coercive steps be taken against the association's members until the next hearing (LiveLaw, 16 December 2025 (opens in a new tab)). Law Trend reported on 24 February 2026 (opens in a new tab) that the order still stood, with the next hearing set for 24 March, and we found no later report. Our reading: the order shields the association's members for now, and the Act stays law. Ask your association where the case stands.
So, in our reading, your software should:
- feed the bill, the printed fee list and your website's rate page from one price list, in both languages;
- stop a bill above the listed rate until someone records why, and itemise extra procedures;
- give each complaint a reference number, an acknowledgement and a 7-working-day clock;
- hand over a copy of a patient's record in one click, and log it.
We read the 15 dental software pages that Bing and DuckDuckGo ranked for Kerala and Kochi searches on 11 October 2026, and none mentioned the bilingual fee rule. For marketing within these rules, from your rate page to reviews and ads, see our guide to clinic marketing in Kerala.
Which India-wide rules does every Kerala clinic follow?#
The dentists' code of ethics. The Revised Dentists (Code of Ethics) Regulations, 2014 (opens in a new tab) (Gazette of India, 27 June 2014) are still listed on the regulator's site, which the National Dental Commission now runs (read 11 October 2026). They ask every dentist to:
- keep records "for a minimum period of three years from the date of commencement of the treatment", and a register of the medical certificates they sign;
- issue records within 72 hours when a patient, an authorised attendant or a legal authority asks for them;
- show their State Dental Council registration number in the clinic and on all prescriptions, certificates and money receipts;
- prescribe generic drugs "as far as possible", with the brand formula and the generic name written out;
- supply medicines in the clinic if they wish, but never run an open shop.
Software can carry most of this, from retention rules to a timer on record requests and each dentist's number printed by the template.
Patient data. By MeitY's notification of 13 November 2025 (opens in a new tab), the DPDP Act's main duties start eighteen months later, on 13 May 2027 by our count. One rule helps dental clinics. The DPDP Rules (opens in a new tab) (Fourth Schedule, Part A) excuse a clinical establishment from a parent's verifiable consent when it uses a child's data only to give health services, "to the extent necessary for the protection of her health". In our reading, birthday wishes and offers to that child's parent fall outside it, so ask first. Our DPDP checklist covers notices, consent and breach reports.
X-ray licences. The AERB's eLORA guidelines (opens in a new tab) (14 July 2016) make a licence for operation mandatory for every user of X-ray equipment for medical imaging. Their equipment list names OPG, CBCT, intra-oral and hand-held dental units, and the licence "shall be renewed before its expiry". We found no fixed licence period, so take the date from your own licence.
GST. Notification 12/2017-Central Tax (Rate) (opens in a new tab) of 28 June 2017, entry 74, exempts "health care services by a clinical establishment", the same exemption the GST Council listed as item 82 of its schedule of 19 May 2017 (opens in a new tab). Its definition leaves out cosmetic or plastic surgery unless it restores anatomy or function after a congenital defect, a developmental abnormality, an injury or trauma, so ask your accountant about purely cosmetic work. Our software carries 18% GST, which a clinic making only exempt supplies usually can't claim back (our reading). Count it as a cost.
What should a Kerala clinic set up before its software goes live?#
Our set-up checklist, built from the rules above:
- Each dentist's State Dental Council number on prescriptions, certificates and receipts.
- Your fee and package list in Malayalam and English, at reception and on your website.
- A complaints register with reference numbers and a 7-working-day clock.
- Your SMS sender name and every SMS template registered on a telecom operator's DLT platform, as TRAI's rules (opens in a new tab) require (read 11 October 2026).
- A record of each patient's WhatsApp opt-in. WhatsApp's business messaging policy (opens in a new tab) (updated 23 September 2026) allows messages only after someone gives you their number and agrees to hear from you.
- For automated or AI calls, your declaration of those calls and their number ranges to your telecom provider. TRAI's amendment of 18 September 2026 (opens in a new tab) treats undeclared calls as spam, from mid-November 2026 at the earliest (its Gazette date was not public when we checked).
- Your AERB licence for each X-ray unit, with its renewal date set to remind you.
Does your software need Malayalam for patients, not only for staff?#
Yes, if your patients read Malayalam first, and Section 39 already needs your fee list in it. Only two of the 15 Kerala and Kochi pages we read mention Malayalam, and both say more is to come. Simpld's Kochi page (opens in a new tab) says "The product UI and patient WhatsApp messages are English today (regional language support is on the roadmap)". Clinemo's Kochi page (opens in a new tab) offers Malayalam WhatsApp templates for patients and says "Full Malayalam UI is on our roadmap". We read both on 11 October 2026.
Malayalam earns its place in the fee list, in visit reminders, in medicine instructions written as words rather than "1-0-1", and in the patient app. A native speaker should write or check every Malayalam line before a patient sees it. Meta reviews each WhatsApp template, in Malayalam as in English, before you can send it.
Our proof is our team's own work, not a dental client. Xale CRM, made by Xale Private Limited, is built by the team behind Marketlube, and Odanta is made on the same platform. Xale AI (opens in a new tab), the assistant inside Xale CRM, answers by chat or on a live voice call, as xale.in describes it. Describe a rule in plain English or Malayalam and Xale AI drafts it in the automation builder for a person to check and save. Xale's telecaller (opens in a new tab) is an AI voice agent built into Xale CRM that runs the call in Malayalam or English, as xale.in describes it. Someone on the team opens it on one student and hands the phone over. In xale.in's words, "It is a call with that person, not a list being dialled."
How should the software serve patients in the Gulf?#
The Kerala Migration Survey 2023 (opens in a new tab) puts Kerala's emigrants at about 2.2 million, with 80.5% of them in the GCC countries and 38.6% in the UAE alone (IIMAD Working Paper No. 11, June 2024, read 11 October 2026). So some of your patients book, pay and read messages from another country.
- Payments. In January 2023 NPCI let NRE and NRO account holders use UPI with mobile numbers from ten countries, among them the UAE, Saudi Arabia, Qatar and Oman, as Khaitan & Co summarised the circular (opens in a new tab) on 18 January 2023. Kuwait and Bahrain were not on that list, and NPCI's own site would not open for us on 11 October 2026, so check with the patient's bank. Keep cards, bank transfers and payment links beside UPI, each matched to the same bill.
- WhatsApp. Meta sets each message's rate by its category and "the recipient WhatsApp phone number's country calling code" (Meta's pricing page (opens in a new tab), read 11 October 2026). A reminder to a +971 number is billed at the UAE rate, so store every number with its country code.
- Time. Dubai is an hour and a half behind Kerala, and Doha, Riyadh and Kuwait City two and a half. Reminders should land in the patient's own morning.
- Visits around leave. A patient home for a month needs every sitting booked on day one and lab work due before the flight back. The next sitting can wait for the next leave, with a reminder before it.
How should software handle visiting dentists and treatment in sittings?#
If visiting dentists do your root canals, braces or implants for a share of the fees, the software must track who did what and what was collected. Here is an example from the made-up clinic in our sample screens.
Sample data: one month at our made-up clinic, shares as a percentage of fees collected.
Treatment in sittings makes shares harder, because the money arrives in parts. Take Athira, a made-up patient with one bill of ₹18,500: a root canal by Dr. Faisal at ₹7,500 and a crown by the clinic's own dentist at ₹11,000. She pays an advance of ₹5,000, then ₹6,000 at the next sitting, with ₹7,500 due when the crown is fitted. If money pays the oldest line first, the root canal is fully paid and Dr. Faisal's 40% is ₹3,000 now. If money is spread across the lines in proportion, about ₹4,459 of his line is paid, so his share so far is about ₹1,784. Neither rule is wrong, but your software must apply one every time, show it on each visiting dentist's statement, and keep advances apart from income until a bill uses them.
Kochi or Calicut: what changes, and what can we do in person?#
The rules stay the same. The Act, the High Court's directions and the national rules apply alike in Kochi, Kozhikode and the rest of Kerala, and we found no city rule that adds to them. Kerala has 37,760 dentists on the Indian Dentists Register (opens in a new tab), a little more than Tamil Nadu's 36,824 and about one in eleven of India's 405,777 (the regulator's count "as on till date", read 11 October 2026). Those are registrations, not dentists in practice today.
What changes is the drive. Our office is at HiLITE Business Park in Kozhikode (Calicut). Kochi is about 170 km away by road (OpenStreetMap's route planner (opens in a new tab), 11 October 2026), so we meet Kochi clinics in person by appointment and do the rest on calls and shared screens. The clinic in our sample screens, "Sample Dental Clinic" in Kakkanad with a branch in Edappally, is made up. We have no dental clinic client in Kochi, Calicut or anywhere else yet.
Dentobees Innovations LLP, which sells dental clinic software on yearly plans, gives its address as Phase 2 of the same business park (its site (opens in a new tab), read 11 October 2026). Our cost guide lists its published prices.
A monthly plan or your own system?#
A monthly plan is often the cheaper buy for a single-chair clinic, and it is ready the day you sign. Your own system is worth its price when Kerala's fee rule, Malayalam for patients, Gulf patients and visiting dentists' shares must work your way. With Odanta you no longer have to pick one or the other: it is shaped around your clinic, and you can take it for one fee as priced, or as a subscription, quoted on request. Either way, your data and your configuration are yours, exportable any time, in a workspace in your clinic's name. We set out five-year costs and the questions to ask in custom dental software or a monthly plan.
What does dental software cost in Kerala?#
Odanta Core, our build for one clinic and one branch, starts at ₹1,00,000 and includes the first 3 months of hosting. From month 4, care with hosting is from ₹2,000 a month. That is the one-fee route; as a subscription, Odanta is quoted on request. Prices are before GST (18%), and Meta's message fees, SMS and email fees, call minutes, AI model usage and payment gateway fees are billed at cost, in your name. We next review these prices on 9 January 2027. For monthly plans and other builders' prices, see what dental software costs in India.
How does Odanta handle this?#
- It prints your fee list in Malayalam and English from the price list you bill from, and stops a bill above the listed rate unless someone records why.
- It keeps the complaints register with its 7-day clock, each dentist's registration number on prescriptions and certificates, and your licence dates with reminders.
- It sends reminders in English or Malayalam, tracks advances and part payments across sittings, and works out each visiting dentist's share.
See Odanta's scope, sample screens and prices.
No clinic runs Odanta yet; this guide is written by the team that would build it.
Changelog#
- 2026-10-12: Said how Odanta is made: on the Xale platform (reported by our team), the platform Xale CRM runs on. The section on a monthly plan or your own system now says you can have both: Odanta for one fee as priced, or as a subscription, quoted on request, with your data and your configuration yours and exportable any time; it no longer mentions owning the code. The link to xale.in's platform page has new wording. No rule, date or price changed.
